She has a disclosure website, it's listed at the bottom of the video. You might want to contact her for more info. Penny mentions the "Dark Fleet battles" too, near the beginning of the video. Very informative, on a lot of the other agencies (ICC, SSP, Solar Warden, ACIO.....), discussing disclosure and SS milab practices, about 2.5 hours long.
